Challenge

One of the most important objectives of the Department of Culture, Youth and Media (CJM) is to stimulate and support cultural participation. Opening up cultural participation data can contribute to this, both in terms of increasing the total number of visitors as well as in broadening the audience to new target groups.

However, a major challenge within the sector is that ticketing and planning data is currently only shared to a limited extent and is fragmented. A possible recommendation is the development of a functionality that allows the exchange of data from the cultural sector in a uniform manner. The format in which this data must be exchanged will have to comply with an OSLO (Open Standards for Linking Organisations) standard that CJM and Digital Flanders are developing. An additional challenge, however, is that the data that cultural providers currently have at their disposal is kept in various software systems, which have been developed by only a handful of private software suppliers who today make little use of open data.
Digitalisation allows for achieving greater process efficiency, the development of new products, the acquisition of better insights into cultural participation and an increased involvement of the market players in the development of new solutions. The availability of open and free data is crucial in this respect.

In this PIP project, CJM wants to make it possible to easily unlock the data on cultural participation available in the various ticketing and planning software systems. The goal of this is to collectively manage and expose the data to support new applications.

Preparation

In October 2022, a preliminary phase was started as part of the project with the aim of sharpening the challenge and conducting an in-depth needs analysis among internal stakeholders. Various scoping sessions were organized together with consultants from Addestino.

An open market consultation was organised online on Tuesday 31 January 2023 with a view of launching a tendering procedure.

During the event, the broader vision of the CJM Department on the use of open ticketing data was explained, as well as the objectives of this specific project. Based on the expertise of the participating companies, the potential challenges and risks of the project were determined, and this at the technological, strategic and knowledge levels.

The market consultation consisted of two parts: (1) a group discussion and (2) optional private 1-on-1 meeting with the contracting authority.

(1) During the group discussion the context and objectives of the project are clearly explained, framed within the broader vision of CJM. Next, the methodology used to determine key challenges and risks is explained. Finally, through an interactive session, feedback is captured around the technological challenges in the project.

(2) In addition, we provided the possibility for 1-on-1-meeting with the contracting authority. The gathered information will help the team better understand the feasibility of the project and the implications on software players.

The final report with a summary of the findings of the preparation phase and the market consultation will be available at the end of April 2023.

The outcome of the market consultation should enable the Contracting Authority to launch a public tender in Mid 2023.
